Community Policing project Baluchistan
After successful implementation of the ADR project in two districts of NWFP, Asia foundation plan another project with three partners in Baluchistan. Tarekke foundation, Baluchistan rural support program and Center for peace and development were selected for the project in five selected border districts of the province. The main purpose of the project is to train Trainers of trainer in the five districts for further training of the community based stakeholders along with district government Ansaf committees, Muslhthai committees, CPLC and police, levy department on the gross roots community level.

The joint venture of the government line agencies,community based stakeholder initiative will provide speedy justice to the community ,minimize pressure on the law enforcement agencies and judiciary and will developed cordial relationship for better security in the community level. Law college and police academy and bar council sensitization through workshop and capacity building is another major component of the project to support the network in the selected district in future.
Planning Meeting;
The first planning meeting for sharing the role & responsibilities for the project implementation was held in Quetta from 29 December to 31st December 2008.Role and responsibilities along with financial and budgeting were discussed in detail. Project strategies and implementation plan was shared by each partners while each organization shared their inputs since the project has different components. JPI was given the responsibilities to build the capacity of TOT selected by other three partners, along with bar council and law college workshop in Quetta.

Preparation of Material
For the ADR project of NWFP JPI prepared materials on restorative justice, and training manual booklet. Community policing with reference to local setting were prepared translated into Urdu for the use of Tot’s. Special focus was given to the indigenous way of community policing along with modern approaches in different part of the world.
The materials were shared with all partners in the first meeting and later on by post for any input, since Baluchistan province has different traditions and systems. Since no input was given by the partners the materials were finalized for training delivery along with, training module and training schedule.
Training Delivery
The first training for trainer of trainers was planned in the second week of April as the decision taken in the planning meeting. Due to long march and security situation in the province the training was postponed to the third week of March. Participants were selected by the partners from the five districts. Training was scheduled for three days. The training duration was from 9Am to 4 PM. Total session of the training were twelve in number along with video show, group work, presentation and discussion. The training methods were interactive and the participants were given full chance for discussion and interaction with each other. Gender aspect of the community was kept in mind; total six women participated from different CBO’s and partner organization.

The training components were different system of conflict transformation around the world. Reason of conflict, what is conflict, reason of conflict escalation, Human, need, human soul, human rights were discussed on the first day of the training.
Second day of the training different theories of the justice system, Indigenous and modern ADR system were focused. Restorative justice was discussed in detail as a tool for ADR. Three major areas of Victim offender Mediation, Family Group conference and circle was explained to the participants with relevant example from the field.
Since end result of the ADR and specialy Restorative justice system is Needs of victim, victim offender rehabilitation and community services instead of punishment the third day was fully utilized for community policing.
Participants were taken in confidence between the difference of police and community policing. Theory, component, purpose, goal and objectives, principals were discussed in detail with relevant examples.
Indigenous way of community policing, difference between levy, khasadar force, malasia, and community policing were differentiated.

Community policing in Pakistan in the province of sind and Islamabad with goal and objective and long and short term impact of the project was discussed and shared in detail.
Special attention on vulnerable groups, women and children gender aspect, strength to government institution specially district government institution, behavior change was discussed in each session.
Evaluation was taken at the end of the training.
Meeting with Law college & Bar Council
In order to developed linkages between the TOT’s and provide support to community policing project meeting were held with law college principal and staff. Due to vacation college will re-open on 25th march it was decided that the workshop will be arranged in the second week of April. Detail of the workshop and paper presentation will be decided by the principal once the date is fixed.

Another meeting with bar council was arranged to discuss the issue of ADR with the lawyer. Lawyer community took interest in the subject since it is new and will help to revive the traditional system that harms the individuals through different way and means. They also took keen interest in Restorative justice since the ground is much fertile for such idea that will be much beneficial for the community special women and children.
Meeting with Partners
A joint meeting of the four partner organization was held in BRSP office to discuss different issues for the project implementation. TAF consultant also attends the meeting on behalf of the organization. Since most of the senior members of the three partners did not attend the training. JPI representative briefed in depth the training component, materials and methods of training delivery with all partners.
